This meeting focused on reviewing the draft housing plan action items and recommendations for Council to consider. This document was crafted by the Housing Steering Committee. The Consultants attended virtually and HNR staff were present at this meeting.

During this meeting, the Housing Steering Committee discussed the next steps for reviewing the final draft of the Housing Our Future Plan and recommendations that the Housing Steering Committee is to submit to the Council on March 21, 2023. The consultants (virtually) presented a recap of the housing plan and provided insight into the Steering Committee questions. Committee members received information from Housing and Neighborhood Revitalization (HNR) staff regarding public engagement strategies, outcomes, and staff updates.

The Steering Committee convened to give feedback on the official Housing Our Future Plan. The consultants drafted and delivered the plan to staff for feedback in November. During this meeting, consultants gave an overview of the plan, as well as next steps for the public input process. An official public comment period will begin on January 30th and end on March 1st.

During this meeting, the Housing Steering Committee voted to approve the five strategic goals that have been identified as part of the Housing Plan.

After a presentation recapping housing needs, the Steering Committee continued to provide valuable feedback on possible goals and strategies, and will be working to build a detailed Strategic Framework in the coming months.
Following discussion at this meeting, the Steering Committee approved a motion to recommend a 3-mill ballot initiative to fund housing initiatives. (The timing of this motion allows Council to consider the option prior to the state’s deadline for ballot language). The revenue raised by a potential referendum is one of many potential sources that could be used to fund future housing initiatives.

The Steering Committee explored key concepts that ballot language could emphasize as one mechanism for funding plan implementation. The Housing Our Future planning team also detailed key elements to be developed in the strategic plan, such as phasing of priorities and identification of funding sources.
